What Is a Counter Terror Block?

A Counter Terror Block - also referred to as an HVM concrete block, anti-terror barrier, or precast security block, is a certified concrete unit used to physically stop a vehicle from breaching a protected perimeter, while allowing pedestrians to move freely through the space. Deployed in a continuous run at ground level, Counter Terror CT Blocks form a low-profile barrier that's highly effective against vehicle-borne threats without dominating the streetscape.

PAS 68 Tested, Purpose-Built Security

Our Counter Terror Blocks range delivers vehicular impact resistance certified to PAS 68, the UK's published testing standard for vehicle security barriers. A product is only awarded PAS 68 certification after rigorous, controlled crash testing demonstrates it can halt a specified vehicle at a specified speed within an acceptable penetration distance.

Every Counter Terror CT Block in this range is engineered to halt and immobilise a 7.5-tonne vehicle moving at speeds from 30mph to 40mph. Designed for easy deployment and flexible spacing, CT Blocks function as both standalone units and integrated barrier systems, and require only a 100mm recess into the adjacent tarmac, concrete or paved surface eliminating the need for costly, extensive groundwork and avoiding interference with subterranean utilities.

CT Blocks are manufactured in concrete with customisable finishes that blend seamlessly into streetscapes, and are available in several profiles to suit different site layouts, security requirements and architectural styles:

Rectangular Chamfered Blocks

Our standard profile, a clean rectangular block with a 15mm chamfer to the edges, available in 1500mm, 2250mm, 2500mm and 3200mm lengths for straight perimeter runs of varying scale.

Square Edge Block

A 1500mm block with a squared rather than chamfered edge, for a sharper, more defined visual line.

Apex Profile Block

A 1500mm block with an apex shape and 20mm rounded edges, offering a softer silhouette for sites where a rounded profile suits the surrounding architecture better.

Offset & Stadium Profile Blocks

2000mm blocks with offset or rounded stadium ends, giving more flexibility when configuring runs around corners, curves or varied site geometry.

Sentry Hi-Vis Block

Available in 1500mm and 1800mm lengths, combining PAS 68 protection with high-visibility styling, suited to sites where the barrier should be clearly seen rather than blended in, such as vehicle exclusion zones or temporary works areas.

Blocks with Forklift Pockets

Selected blocks are available with forklift pockets built in, allowing for easier handling, positioning and repositioning on site, a common requirement for commercial and industrial installations where blocks are moved or reconfigured.

Fixing Options: Root Fixed vs Freestanding

CT Blocks are available as root fixed or surface mounted, giving flexibility between a permanent perimeter installation and a solution that can be repositioned if site requirements change:
